Esri is now reporting that this issue has been resolved.

Dear eGIS Members,
This morning Esri is reporting intermittent performance issues with their arcgis.com Portal site. If you are working with AGOL and noticing issues accessing AGOL or working with any web maps or apps, this may be the cause.
We will provide a follow up email when we learn more or the issue has been resolved.
