Executive Summary

Geographic Information Systems (GIS) technologies are powerful tools for improving the quality, accuracy, efficiency, and responsiveness of government services provided by the County of Los Angeles.

Attachment 1 – GIS Case Studies, contains one-page descriptions of how GIS has benefited County departments and programs, and serves as a starting point to learn the benefits of GIS tools and analysis.

Enterprise GIS Program

The Chief Information Office (CIO) established the Enterprise GIS (eGIS) Program and the position of the Geographic Information Officer (GIO) in 2008 to support a countywide approach to GIS.   The GIO works with County departments through the Enterprise GIS Steering Committee to focus on:

  • Developing mutually accepted standards, policies, and business practices;
  • Encouraging collaborative GIS efforts among County, government, and related organizations;
  • Integrating GIS technologies into County business operations;
  • Ensuring that GIS resources are available for day-to-day operations;
  • Maximizing the cost-effectiveness of GIS investments;
  • Cultivating the advanced use of GIS;
  • Pursuing the innovative use of GIS and related technologies;
  • Supporting emergency and disaster planning, response, and recovery;
  • Communicating the value of GIS to County departments and agencies.

The Steering Committee maintains the Enterprise GIS Strategic Plan (Attachment 2) to guide the development of GIS within the County.

Enterprise GIS Group

To implement the strategies of the Enterprise GIS Program, the Internal Services Department (ISD) created to Enterprise GIS (eGIS) Group to maintain shared resources and services, provide best practices, and support the goals of the Enterprise GIS Program.

The Enterprise GIS Group recovers costs through a yearly subscription, which supports the following services:

  1. Data Services
  2. Online Mapping Services
  3. Countywide Application Maintenance
  4. Software License Management
  5. Training and Support

GIS Solutions

The Enterprise GIS Group also supports departmental use of GIS, from application development to data maintenance, through contracts that departments establish with the eGIS group.

Service Level

The Enterprise GIS Group maintains a Service Level Agreement (SLA), which outlines the service levels, roles and responsibilities, a staff matrix, escalation procedures, and terms and conditions governing the use of and access to eGIS systems.

Enterprise GIS Services Catalog

This document defines these services to ensure that departments understand the scope of services available to them.  It is divided into the following sections:

  • Section 1: Service Summaries – High level summary of the six main services that come with the eGIS subscription.
  • Section 2: Detailed Service Descriptions – Detailed descriptions and examples of the services.
  • Section 3: Attachments – Technical specifications, instructions, and guidelines for leveraging Enterprise GIS services.
