eGIS Notice [REMINDER]: Election Freeze for March 2020 Primary Election

ITS Alert for Election Freeze

Los Angeles County will be conducting the Statewide Presidential Primary Election on March 3, 2020. In support of the election, RR/CC is requesting lSD implement a freeze on many services lSD provides.  EGIS will be impacted by the Level Two Election Freeze:

When:   12AM on Monday, February 3, 2020 2018 – 5PM on Monday, March, 9, 2020

What:    Election Freeze on All Production Systems & Environments that May Affect Election Support Activities

Where:  All ITS Infrastructure, Environments and Applications

Why:     The Election Freeze Enables ISD to Ensure a Stable and Secure Environment for Election Activities


Election Freeze Level One: 12:00am Monday 01/20/2020 to 5:00pm Tuesday 03/31/2020
Changes to the following areas are restricted and require ITS Branch Manager approval:

  • VoIP for RR/CC HQ at 12400 Imperial Hwy, Norwalk; RR/CC EOC at 12680 Corral Place, Santa Fe Springs; RR/CC VOC at 12100 Rivera Road, Whittier; RR/CC TOC at 9150 Imperial Highway, Downey; and, six (6) RR/CC Branch Offices
  • RR/CC Servers hosted by lSD and their eCloud/eBlock environment
  • WAN, LAN, WiFi connections to any RR/CC facility (HQ, EOC, Branch Offices, VOC and TOC)
  • Facilities infrastructure at all RR/CC facilities

Election Freeze Level Two: 12:00am Monday 02/03/2020 to 5:00pm Monday 03/09/2020
In addition to changes covered by Level One, changes to both the physical infrastructure and the virtual environment of all systems used to support the election are restricted and require ITS Branch Manager approval. Changes to the following areas which are Countywide or affect RR/CC, lSD, or BOS, are covered by Level Two:

eCLOUD Office365 eGIS
VoiP LAN/WAN Desktop computer infrastructure
Windows servers Email gateway Laptop computer infrastructure
Hosted domain components Security Infrastructure Election related AWS Infrastructure

 

Election Freeze Level Three: 12:00am Monday 02/17/2020 to 5:00pm Friday 03/06/2020
In addition to changes covered by above levels, during the five-day Level Three window, the following restrictions are in place:

  • Standard RFCs will be suspended, and changes normally made using the Standard Model must be submitted as a Normal change with ITS Branch Manager approval or an Emergency RFC with ITS Branch Manager approval
  • All other RFCs will only be approved to restore service or prevent imminent outages and will also require ITS Branch Manager approval.

The election freeze enables lSD to ensure a stable and secure environment for election activities. Your cooperation and adherence to this freeze is appreciated.
